That no corporate income taxes are charged in that state is one reason for sawmills to locate there, taking advantage of the natural river ports along the river from Vancouver to Washougal. Another important use for stabilized soil yards is space for RVs and trucks. These cars can be parked there while they require maintenance or take a route elsewhere.

It is a common mistake to assume you can quickly and inexpensively just add stabilized yard using crushed concrete due to the dust that it can generate over time.
